About HCESD25 


Harris County Emergency Services District 25 plays an important role in supporting the emergency services that help protect the community. Through funding, oversight, and long-term planning, the district helps provide the resources necessary to maintain effective fire and EMS response. Working in partnership with Westfield Fire Department, the district supports emergency response personnel, apparatus, equipment, training, and operational readiness so the community can depend on timely and professional service when emergencies occur.

What is an ESD? 

An Emergency Services District (ESD) is a local government agency created by a vote of the public to provide fire protection and/or emergency medical services (EMS) in specific areas in unincorporated Harris County. The governing statute for an ESD is Chapter 775 of the Texas Health and Safety Code. An ESD collects taxes based on appraisals of real and personal property and usually contracts with a service provider. There are two types of ESDs: one is for fire protection and the other is for emergency medical services (EMS).

A few simple steps can help you use a fire extinguisher safely during an emergency.

In a home fire, every second matters. A fire extinguisher can be useful for small fires, but only if it is safe to use. Always make sure the fire is contained and that you have an exit behind you before taking action.

Important Fire Extinguisher Tips:

  • Only use a fire extinguisher on small fires that have not spread
  • Stand several feet back and keep your exit route clear
  • Aim low at the base of the flames, not at the smoke
  • Sweep across the burning area until the fire appears to be out
  • Back away slowly and continue watching for flare-ups
  • If the fire does not go out quickly, evacuate and call 911
